PET’s Explosive Proposal to Nara Lokesh Triggers Andhra Pradesh Debate 2026

New Delhi-Ananatpur : A Physical Education Teacher (PET) from Proddatur has written a letter to Andhra Pradesh Education Minister Nara Lokesh proposing a series of measures aimed at curbing corruption, preventing misuse of ration rice, strengthening surveillance against illegal activities, and addressing student indiscipline in educational institutions. The suggestions include introducing a “re-stocking” system for unused ration rice, using drone surveillance to monitor irregularities, and imposing penalties related to unconventional student hairstyles.

Appeal for administrative reforms PET

In his letter to the Education Minister, the PET stated that certain practical policy measures could significantly reduce corruption and illegal activities in the state.

According to him, two major areas require immediate attention: prevention of ration rice wastage and diversion, and stronger mechanisms to detect and curb unlawful activities through technological monitoring systems such as drones.

He argued that effective implementation of these measures could help improve governance and reduce misuse of public resources.

Concern over diversion of ration rice

Referring to the Public Distribution System (PDS), the teacher alleged that a large percentage of beneficiaries do not consume the ration rice distributed through fair price shops.

According to his observations, many beneficiaries allegedly sell the rice back to ration dealers at low prices. He claimed that some dealers then resell the stock to hotels or divert it illegally to other states and even foreign markets for profit.

He argued that such practices result in substantial financial losses to the state while encouraging black-market activities.

Proposal for ‘re-stocking’ mechanism

As a possible solution, the PET proposed introducing a “re-stocking” mechanism under which ration rice voluntarily returned or rejected by beneficiaries could be collected and redistributed during subsequent months.

He suggested that such a system could help the government reduce unnecessary procurement expenditure and prevent large-scale diversion of subsidized rice.

The letter also recommended maintaining surveillance over ration distribution activities during the monthly distribution period through police monitoring, or standard drone surveillance systems.

According to him, technology-based monitoring could help authorities rapidly identify irregularities and illegal transportation of ration stock.

Suggestion for ddrone-based monitoring

The teacher further advocated the use of standard drones to monitor lawlessness, irregularities, and illegal activities in sensitive areas.

He stated that drone-based surveillance could enable quicker detection and prevention of unlawful activities while strengthening administrative oversight in public distribution and other sectors.

Concerns over student hairstyles and discipline

The representation also raised concerns regarding what the teacher described as the growing trend of “eccentric” or “unconventional” hairstyles among students.

According to him, such trends negatively affect discipline and the educational atmosphere in schools and colleges.

To address the issue, he proposed that legal or regulatory measures be introduced similar to traffic law enforcement mechanisms.

Proposal for penalties on students and barbers

The PET suggested that both students sporting prohibited hairstyles and barbers performing such haircuts could face monetary penalties if regulations are enacted through the Legislature or judicial intervention.

Under his proposal: students violating prescribed grooming norms, and barbers responsible for such hairstyles, could be fined between ₹1,000 and ₹1,500.

He argued that such measures could discourage the practice and help educational institutions maintain discipline and uniformity.

Call for public and intellectual discussion

Concluding his appeal, the teacher urged intellectuals and policymakers to examine the proposals seriously and provide constructive suggestions.

The letter has sparked discussion on issues ranging from public resource management and technological surveillance to student discipline and the limits of regulatory intervention in personal appearance.
