NHRC to Hold Online Hearing on 216 Bonded Labour Cases in Uttar Pradesh Brick Kilns

New Delh: The National Human Rights Commission (NHRC) will conduct an online hearing on 216 cases of alleged bonded labour in brick kilns across various districts of Uttar Pradesh on April 16, 2026, underscoring its intensified efforts to eradicate bonded labour and ensure strict enforcement of legal safeguards.

High-level virtual hearing under NHRC Chairperson

The virtual proceedings will be presided over by NHRC Chairperson Justice V Ramasubramanian at the Commission’s premises in New Delhi, beginning at 11:30 AM. The hearing reflects the Commission’s proactive approach in addressing human rights violations related to forced and bonded labour.

Officials directed to present detailed reports

The NHRC has directed the Chief Secretary of Uttar Pradesh (or nominee), the Labour Commissioner, and all concerned District Magistrates to attend the hearing. They are expected to submit comprehensive reports detailing actions taken for identification, rescue, rehabilitation, and welfare of bonded labourers.

Authorities will also report on efforts to register rescued labourers on the e-Shram portal to ensure access to social security benefits.

Focus on rehabilitation and compliance

The hearing will critically assess compliance with the Bonded Labour System (Abolition) Act, 1976 and directives issued by the Supreme Court of India in landmark cases such as the Bandhua Mukti Morcha case and the Asiad Workers’ case.

Key areas of evaluation include the status of rehabilitation packages—covering financial assistance, skill development, and alternative livelihood opportunities for freed labourers.

Tracking social security and preventive measures

The Commission will also review the progress of e-Shram registrations to ensure that rescued workers receive long-term social security benefits. Additionally, district authorities will be required to outline preventive measures to curb the recurrence of bonded labour practices in vulnerable regions.

This hearing forms part of NHRC’s ongoing suo motu interventions and its response to complaints regarding bonded labour. The initiative highlights the Commission’s commitment to safeguarding human dignity and eliminating exploitative labour practices across the country.

By bringing together key administrative authorities and enforcing accountability, the NHRC aims to accelerate action against bonded labour, ensuring not only the release of victims but also their sustainable rehabilitation and protection from future exploitation.
