Law Ministry Launches Reforms Utsav 2026 to Build Tech-Driven Legal System for Viksit Bharat 2047

Mount Abu, Rajasthan: The Ministry of Law and Justice on Saturday inaugurated the two-day ‘Reforms Utsav and Chintan Shivir 2026’ at Gyan Sarovar, Brahma Kumaris Headquarters, with a focus on developing a modern, technology-driven and citizen-centric legal ecosystem for Viksit Bharat @2047. The event brings together senior officials of the Department of Legal Affairs and the Legislative Department to deliberate on legal reforms, institutional excellence, digital governance and innovation in the justice delivery system.
Union minister calls for ‘Chintan’ over ‘Chinta’
Inaugurating the event, Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal urged officials to replace chinta (worry) with chintan (thoughtful reflection) and contribute innovative ideas to strengthen legal governance, improve legal advisory mechanisms and accelerate citizen-centric reforms.
Paying tribute to Swami Vivekananda on his death anniversary, the Minister stressed that innovation, collaboration and institutional excellence would be key to realizing the vision of Viksit Bharat @2047.
‘Last 12 years have laid strong foundation for legal reforms’
Addressing the gathering, Dr. Rajiv Mani, Secretary, Department of Legal Affairs and Legislative Department**, said the reforms undertaken over the past twelve years have created a strong platform for the next phase of transformation.
He emphasized that strengthening legal governance, enhancing institutional capacity, embracing digital transformation, leveraging technology and ensuring quality legal advice are essential for building an efficient, transparent and citizen-focused legal system.

Brainstorming sessions focus on innovation and institutional excellence
Following the inaugural session, both Departments held parallel brainstorming sessions under the central theme “Innovation, Collaboration and Institutional Excellence.”
The deliberations focused on identifying reforms that would make India’s legal ecosystem more responsive, technology-enabled and future-ready.

The first day’s deliberations reaffirmed the Ministry of Law and Justice’s commitment to building a transparent, efficient and technology-driven legal ecosystem capable of meeting the evolving needs of citizens.
Officials said the discussions are aligned with the broader national vision of Viksit Bharat @2047, with a strong emphasis on innovation, institutional strengthening, digital governance and improved legal services to support India’s long-term development goals.
