Civil Aviation Minister Ram Mohan Naidu launches digital license for pilots

New Delhi: Union Minister for Civil Aviation, Ram Mohan Naidu, launched the Electronic Personnel License (EPL) for pilots, making India the second country globally to implement this digital system. Approved by the International Civil Aviation Organization (ICAO), EPL aims to enhance safety, security, and efficiency in India’s aviation sector.

EPL: A digital leap in pilot licensing

The EPL is a secure digital version of a pilot’s personnel license, replacing traditional physical cards. Accessible via the eGCA mobile application, it aligns with the Government of India’s “Ease of Doing Business” and “Digital India” initiatives, ensuring a seamless and transparent licensing process.

India ahead in global aviation digitalization

Following ICAO’s Amendment 178 to Annex 1 – Personnel Licensing, India is among the first nations to adopt electronic licenses. While major global aviation leaders are still in the process of implementing similar systems, India has already taken a pioneering step in digital aviation solutions.

Growing pilot demand and tech-driven solutions

“With India’s aviation sector experiencing unprecedented growth, we will require approximately 20,000 pilots soon,” said Minister Naidu. “Pilots are the backbone of civil aviation, and EPL, along with eGCA, enhances their global employability and security while streamlining credential verification.”

Phasing out physical licenses for sustainability

Previously, the Directorate General of Civil Aviation (DGCA) issued smart card licenses, with 62,000 cards printed to date and an annual demand of around 20,000 cards. The EPL will gradually phase out printed licenses, reducing administrative delays and promoting environmental sustainability by cutting down plastic and paper use.

The Minister also highlighted other digital initiatives transforming Indian aviation, including:

eGCA Platform: Streamlining licensing and regulatory processes.
Digital Sky Platform: Managing drone operations.
Electronic Flight Folder (EFF): Enhancing airline operations.
