NHRC seeks report on alleged custodial death in Jharkhand

New Delhi: The National Human Rights Commission (NHRC) has taken suo motu cognizance of a media report concerning the alleged custodial death of a man in Deoghar district, Jharkhand. The incident, reportedly linked to police interrogation in a cyber-crime case, raises serious concerns about potential human rights violations.
Custodial death raises alarm
The victim, whose identity has not yet been officially disclosed, was reportedly taken from his home to Palajori police station on 21st May 2025 for questioning in connection with a cyber-crime case. According to the victim’s family, he was subjected to physical torture during police custody, which allegedly led to his death.
NHRC calls for detailed inquiry
Taking note of the incident based on media coverage dated 22nd May 2025, the NHRC has issued formal notices to the Chief Secretary and the Director General of Police (DGP) of Jharkhand. The Commission has demanded a comprehensive report within six weeks, including:
Inquest and post-mortem reports
Established cause of death
A copy of the magisterial enquiry report
Violation of mandatory intimation protocol
The NHRC also raised concerns about the failure of local police to follow protocol by not informing the Commission of the custodial death within 24 hours of its occurrence, as required. The Commission has sought an explanation for this lapse from the Jharkhand Chief Secretary and DGP.
Victim declared dead at hospital
As per reports, the man’s health reportedly deteriorated during police interrogation. He was rushed to Deoghar Sadar Hospital, where he was declared dead by the attending doctor.
Human rights in question
The NHRC observed that if the allegations are substantiated, the incident would constitute a grave violation of human rights. The Commission’s action underscores the importance of transparency, accountability, and due process in law enforcement.
