NHRC seeks report on four disturbing incidents

New Delhi: The National Human Rights Commission (NHRC) has taken suo motu cognizance of four separate media reports involving alleged human rights violations across Maharashtra, Punjab, Bihar, and Odisha between August 26 and 29. The Commission has issued notices to the respective state authorities, seeking detailed reports within two weeks.

Maharashtra: Apartment collapse kills 17 in Palghar

According to reports, a four-storey apartment building collapsed on August 27 in Virar East, Palghar district, killing 17 people and injuring 8. The unauthorised building, constructed more than a decade ago, housed around 50 flats and several shops. Though residents reportedly paid taxes to the Vasai-Virar City Municipal Corporation (VVCMC), officials claimed inferior construction materials may have caused the collapse. NHRC has sought a report from the Chief Secretary and the Director General of Police, Maharashtra.

Punjab: Infant’s severed head found near Patiala hospital

On August 26, attendants at the Government Rajindra Hospital in Patiala alleged that stray dogs roamed freely inside hospital premises after one was reportedly seen carrying the severed head of an infant. They also cited poor sanitation and security lapses. While the Medical Superintendent denied any missing infant cases, he suggested the remains might have been dumped outside. NHRC has issued notices to the Punjab Chief Secretary and the Senior Superintendent of Police, Patiala.

Bihar: Minor girl raped and killed in Patna district

In Maner, Patna district, a 10-year-old girl was allegedly raped and murdered on August 26 by a garden caretaker, who reportedly staged the crime as suicide by hanging the victim’s body from a tree. The girl had gone to collect wood when she was lured into a room. Her body was recovered two days later, on August 28. NHRC has sought a detailed report from the Bihar DGP and the Patna District Magistrate, including details of any compensation provided to the victim’s family.

Odisha: Journalist attacked in Nabarangpur district

On August 29, in Papadahandi, Nabarangpur district, a journalist sustained multiple stab wounds after being attacked, reportedly by a drug addict against whom he had filed a complaint. The journalist remains in critical condition. NHRC has asked the Odisha DGP for a report on the investigation status and the journalist’s health condition.

Commission’s observation

In each case, the Commission noted that the reported facts, if true, raise serious concerns of human rights violations. The NHRC said it would examine state responses before deciding further action.
