By Doruvu Paul Jagan Babu:Bureau Chief

The second phase of Jammu and Kashmir Legislative Assembly elections concluded peacefully on Wednesday, with a voter turnout of 54.11% across 26 constituencies. Voters, including first-timers, braved the cold morning in scenic locales, reinforcing their faith in democracy as the region witnessed calm and enthusiastic participation.

Strong security and transparent voting process

The Election Commission of India, led by Chief Election Commissioner Rajiv Kumar and Election Commissioners Gyanesh Kumar and Dr. Sukhbir Singh Sandhu, ensured smooth, incident-free voting. Webcasting was conducted across all polling stations to maintain transparency, and strong security arrangements enabled voters to cast their ballots without fear or intimidation. CEC Rajiv Kumar hailed the elections as “history in the making,” praising the resilience and belief in democracy among the voters.

Polling in 26 constituencies Across six districts

In Phase-2, 26 Assembly Constituencies (ACs) spread over six districts — Budgam, Ganderbal, Poonch, Rajouri, Reasi, and Srinagar — witnessed voting at 3502 polling stations. A total of 239 candidates, including six women, contested in this phase. Notably, the turnout in this phase surpassed the 2024 Lok Sabha elections, continuing the momentum from Phase-1, which saw a 61.38% voter turnout.

Border polling stations and Kashmiri migrant voters empowered

Special provisions were made for voters residing in areas near the Line of Control (LoC). 55 Border Polling Stations in Poonch and 51 in Rajouri allowed residents to vote despite the challenging geography. Kashmiri migrant voters also exercised their rights through 24 special polling stations set up in Jammu, Udhampur, and Delhi, with a simplified process in place to ease their participation.

Youth and first-time voters lead the way

Young voters, especially first-time electors, actively participated in this democratic exercise. Over 1.2 lakh voters aged 18-19 took part in the elections, showcasing their inked fingers proudly as a symbol of their commitment to peace, democracy, and progress in the region.

Inclusive and accessible voting for all

In an effort to include all eligible voters, the ECI introduced home-voting facilities for senior citizens aged over 85 and Persons with Disabilities (PwDs). This ensured that even those physically unable to visit polling stations could cast their vote from home. The process was fully videographed to guarantee transparency while maintaining the secrecy of the ballot.

Poll stations provided with assured minimum facilities

In line with the ECI’s commitment to a comfortable voting experience, Assured Minimum Facilities (AMFs) such as drinking water, electricity, toilets, ramps, and wheelchairs were provided at all polling stations. Additionally, one polling station in each constituency was exclusively managed by women and PwDs to enhance accessibility and inclusivity.

Provisional turnout figures to be updated

While the provisional turnout stands at 54.11%, the final figures will be updated via the Voter Turnout App as polling parties return from their stations. The Election Commission is set to release further turnout updates at 11:45 PM, following the completion of statutory paper scrutiny and consideration of any repolls.
